Everyone can be a mage, and everyone can use a gun. His "innate talent" at learning spells and "innate growth" is very minor compared to even the worst talents. Rouge is just considered "the best mage" because he starts talented in Realm Magic and starts with higher stats for casters. If you want to use Lute and Annie, stick them on Guns or Magic because talent doesn't matter on them. All of the others are worth -something- even if they aren't the best. I literally cannot think of another human that I would consider as "unusable" as those two. That's called "talents" and Lute and Annie have the worst lists in the game. You may have gotten DSC and Life Sprinkler and whatnot with Lute and Annie but most of the skills in the entire game, including the ones you got, are 0.02% chances to learn on them (maximum) unlike other characters who have really reasonable chances to learn them.
